Sustainable Cosmetic Packaging: What’s Changing in the Beauty Industry?

Sustainability is becoming a bigger part of cosmetic packaging development. As brands respond to consumers expectations, retailers requirements, and evolving environmental regulations, the industry is looking beyond traditional virgin plastics.


But sustainable packaging is not simply about replacing one material with another. Different materials solve different problems -- and each comes with its own technical considerations. 


Understanding the New Generation of Packaging Materials


**PCR: Giving Existing Plastic a Second Life


PCR(Post-Consumer Recycled) plastics are made from plastic products that have already been used by consumers, collected, processed, and recycled into new material.


For cosmetic packaging, PCR PET and PCR PP are increasingly being considered.


The main advantage is clear: PCR can reduce reliance on virgin plastic and give existing plastic waste another application.


However, PCR also brings development challenges. Compared with virgin resin, recycled materials can show differences in color, clarity, odor, material properties, and supply consistency. As PCR content increases, additional testing and development may be required.


This is why recycled content is not only a material choice -- traceability and supporting certification also matter.


**Bio-Based plastics: Moving Toward Renewable Resources 


Bio-Based plastics use renewable biological resources such as sugarcane, corn, cellulose, and other biomass as feedstocks. 


They offer brands another way to reduce dependence on fossil-based resources. Some bio-based plastics can also be processed using existing plastic manufacturing technologies.


But an important distinction is often overlooked:


Bio-based does not automatically mean biodegradable. 


A plastic can be made from renewable resources while still behaving much like conventional plastic at the end of its life. The actual environmental benefit depends on factors such the feedstock, bio-based content, production process, and overall life cycle.


**Biodegradable Materials: It Depends on the Conditions


Biodegradable plastics are designed to break down through biological processes under defined conditions.


That does not mean they will simply disappear in any environment.


Temperature, humidity, microorganisms, time, and disposal infrastructure can all affect degradation. Some materials may be suitable for industrial composting, while others may require different conditions.


For brands, understanding the difference between bio-based, biodegradable, and compostable is therefore essential before making sustainability claims.


Material Is Only Part Of the Solution


Sustainable packaging is also about how the package is designed.


Refill systems can reduce material use when consumers reuse the main package, while mono-material structures such as all-PP or all-PE can simplify the material structure and potentially improve recyclability.


However, packaging components such as pumps, closures, rollers, liners, barriers, and decorative elements can make mono-material design more technically challenging.


The goal is not simply to use "one material," but to find the right balance between functionality, product compatibility, appearance, manufacturability, and sustainability.


Certifications Are Becoming More Important 


As sustainability claims receive greater attaention, reliable documentation and certification are becoming increasingly important.


Common standards and certification include:


*FDA

*ISCC PLUS

*GRS

*RecyClass

*EPBP


The appropriate certification depends on the material, packaging solution, target market, and environmental claim.


Where Is Cosmetic Packaging Heading?


There is unlikely to be one universal "sustainable material" for the beauty industry.


Instead, the next generation of packaging will likely combine recycled content, renewable feedstocks, mono-material structures, refill systems, and better end-of-life solutions.
